President Lee Myung-bak promised the ruling party’s new leadership that he would consult with them about the appointments of the new justice minister and prosecutor general, Blue House and GNP officials said yesterday, amid growing uneasiness in the political arena about his choices for top law enforcement officials. Lee invited the new leadership of the Grand National Party to the Blue House for a luncheon yesterday. The ruling party’s chairman, Hong Joon-pyo, floor leader Hwang Woo-yea and chief policy maker Lee Ju-young, along with four members of the GNP’s Supreme Council attended. The GNP’s new secretary general and spokesman also joined. “I need someone who will work hard until the end of this administration,” Lee was quoted as saying by GNP spokesman Kim Gi-hyeon. “The key issue [in appointing a cabinet member] is the National Assembly’s confirmation hearing. Before making the final decisions, I will consult with Chairman Hong and floor leader Hwang.” Said a Blue House official: “It means that President Lee will consult with the ruling party leadership about his choices before making the announcement.” Speculation is high that Lee will soon appoint Kwon Jae-jin, senior presidential secretary for civil affairs and a former prosecutor, as the new justice minister. Lee will also appoint a new head of the prosecution, after he accepted the resignation of Prosecutor General Kim Joon-gyu yesterday. Sohn Hak-kyu, the Democratic Party chairman, has already made clear his opposition to Kwon as justice minister. “It is impossible to understand Lee’s decision to appoint his key ally as justice minister,” Sohn said Tuesday. Some reformists in the ruling party have also disapproved of Lee’s plan to appoint a key aide as justice minister in the months ahead of legislative and presidential elections next year, expressing concerns about the neutrality of election management. At the Blue House luncheon, Representative Nam Kyung-pil, a newly elected GNP Supreme Council member and a reformist, expressed his concern about Kwon’s appointment. Other GNP leaders, however, did not address the issue, said GNP spokesman Kim. Hong, however, said he does not disagree as long as Kwon has no vulnerabilities in his personal life. “The justice minister is different from the prosecutor general and Board of Audit and Inspection head, who have independent investigative powers,” Hong said Tuesday. “The justice minister is in charge of administrative work for the justice system,” he said. “As long as there is no problem with the candidate, I have no problem with a senior presidential secretary becoming minister.” The senior Blue House official said it is “nonsense” that Kwon should not be appointed because he worked at the presidential office. “Ministers and secretaries both work for the president,” the official said. “In the United States, ministers and presidential aides are all secretaries.” At the luncheon, Lee also tried to smoothly redefine his relationship with the ruling party’s new leadership. Lee’s loyalists have lost their influence in the new leadership. By Ser Myo-ja [myoja@joongang.co.kr] 한글 관련 기사 [중앙일보] MB “스타일리스트 곤란 … 열심히 일할 사람 필요” 한나라 새 지도부와 오찬 이명박 대통령은 13일 “(현 정부에서) 마지막까지 일을 열심히 할 사람이 필요하다”며 “스타일리스트는 곤란하다”고 말했다. 청와대에서 홍준표 대표 등 한나라당 신임 지도부와 오찬회동을 한 자리에서 법무장관·검찰총장 인선 이야기가 나오자 이같이 말했다고 김기현 한나라당 대변인이 전했다. 이 대통령은 또 “국무위원·검찰총장 지명과 관련해 국회의) 청문회 통과가 중요한 관건인데 사람이 정해지면 홍준표 대표와 황우여 원내대표와 상의해 처리하겠다”고 밝혔다. 이 대통령의 이런 발언은 남경필 최고위원 때문에 나온 것이다. 남 최고위원은 “우리가 야당 시절에 주장했던 기준과 원칙이 여당이 됐다고 바뀌면 안 된다”며 “이번 법무장관 인사에 권재진 청와대 민정수석이 거론되는데 적절치 않다”고 말했다. 그런 그를 바라보며 이 대통령은 ‘일을 열심히 할 사람’을 법무장관이나 검찰총장에 시키고 싶다고 한 것이다. 그래서 “이 대통령이 권 수석을 장관으로 발탁하기로 마음을 굳힌 것 같다”는 관측이 오찬회동 참석자들 사이에서 나왔다. 이 대통령이 “청문회 통과가 관건이다”고 한 것도 권 수석을 의식한 발언이라는 게 청와대 고위 관계자의 해석이다. 이 관계자는 “과거 괜찮던 사람(법조인)들이 모두 다 로펌에서 있어서 전관예우를 받았거나 받고 있다”며 “(공직에서) 나간 사람은 (법무장관으로) 못 쓴다”고 했다. 권 수석은 2009년 7월 3일 검찰에서 떠났지만 59일 만에 청와대 민정수석으로 기용돼 변호사 일을 거의 하지 않았다는 게 청와대 측 설명이다. 청와대 민정라인 관계자는 “권 수석의 경우 검증에서 문제될 게 없다”고 했다. 또 다른 고위 관계자는 ‘수석이 장관으로 가는 건 좀 그렇지 않냐’는 기자들의 질문을 받고 “못 가는 이유가 뭐냐. 장관이나 수석이나 다 대통령의 참모 아니냐. 미국도 (장관을) 세크러테리(secretary·비서)라고 한다. 수석을 하면 장관을 못 간다고 생각하는 건 난센스”라고 답했다. 이 대통령이 “스타일리스트는 곤란하다”고 한 데 대해선 대통령의 해외 순방 중 사표를 낸 김준규 검찰총장을 겨냥한 발언이라는 관측이 나오고 있다. 청와대 측은 검찰과 경찰의 수사권 조정에 반발해 사표를 낸 김 총장에게 “대통령이 없는 동안엔 신중한 처신을 해 달라”고 주문했다. 그럼에도 김 총장이 사표를 낸 데 대해 청와대 측은 불쾌감을 갖고 있다. 이런 상황에서 ‘스타일리스트는 노(No)’라는 대통령의 발언이 나오자 “김 총장 때문에 그런 말을 한 것 아니겠느냐”는 말들이 나오고 있는 것이다. |
