After tuition pledges, parties see vote bank in nonregular laborers

A new round of competition to please the working class has begun in the political arena as ruling and opposition parties prepare promises of better treatment for the country’s 5.77 million nonregular workers in the months ahead of the next year’s legislative and presidential elections. The topic was brought up by Prime Minister Kim Hwang-sik last week. In a policy coordination meeting on Friday, Kim singled out the importance of resolving the “long overdue problems of the nonregular workforce.” He urged ministries to pay attention to the issue, including widely different wages for the same jobs depending on what kind of contract the employee has. Nonregular workers include temporary workers, short-term contract workers and day laborers. Since the 1997 Asian financial crisis, companies have been increasingly hiring nonregular workers, while the labor community, government and legislature have made attempts to protect them from wage discrimination, poor working conditions and low job security. Triggered by Kim’s remarks, the ruling Grand National Party and the opposition Democratic Party are making the issue their next policy competition after the ongoing promises to cut college tuition. The Grand National Party said it will come up with a road map by mid-August. Specific plans include establishing guidelines for companies to upgrade nonregular workers’ employment status, giving tax benefits to companies that offer regular contracts, and probably a punitive tax on companies that hire more nonregular workers. Providing welfare benefits, including state-run health insurance, to nonregular workers is also being considered. Hong Joon-pyo, the new GNP chairman, said last week that a policy for nonregular workers will play a crucial role in redefining the ruling party’s image from representing the rich to fighting for the working class. The Democrats promoted a goal of reducing nonregular workers from 50 percent of the nation’s workforce to 30 percent by 2015. According to the DP plan announced earlier this month, the key to achieving the goal is urging state-run businesses and local governments to upgrade their nonregular workers’ employment status to that of regular workers. “The public sector must set an example,” said DP spokesman Hong Young-pyo. “Then, the government can urge private companies to follow suit.” Representative Joo Seung-yong, the DP’s deputy chief policy maker, also stressed reform in the public sector. “Local governments headed by the Democrats should lead the reform,” Joo said, adding that they should hire more regular workers for public service projects and stop hiring temporary workers through private contractors. By Ser Myo-ja, Baek Il-hyun [myoja@joongang.co.kr] 한글 관련 기사 [중앙일보] 한나라 “정규직채용 늘리면 세 혜택” … 민주당 “공기업부터 정규직 전환을” 이번엔 577만 비정규직 대책 경쟁 비정규직 보호 문제가 하반기 정국 이슈로 부상하고 있다. 김황식 국무총리는 지난 15일 국가정책조정회의에서 “동일한 일을 하는데도 임금 등 여러 면에서 차별받는 비정규직 문제에 대한 현실적 대안을 마련해야 한다”고 했었다. 정부뿐 아니라 한나라당과 민주당도 내년 총선·대선을 앞두고 577만 명에 이르는 비정규직 대책 마련에 들어간 상태다. ‘반값 등록금’에 이어 비정규직 대책을 놓고 여야경쟁이 벌어지는 양상이다. 한나라당 홍준표 대표는 14일 관훈클럽 초청 토론에서 “한나라당이 ‘웰빙정당’에서 서민정당으로 환골탈태(換骨奪胎)하게 할 것”이라고 말하면서 비정규직 문제 해결을 주요 이슈로 꼽았다. 그는 한나라당 대표론 이례적으로 18일 민주노총 관계자들과 만난다. 그 자리에서 비정규직 문제 등을 논의할 예정이라고 한다. 이런 보폭에 맞춰 당 정책위는 ▶정규직 채용이 높은 기업은 세제 혜택을 주는 반면 핵심 직군까지 비정규직으로 고용하는 기업은 세제상 불이익을 주고 ▶비정규직의 4대 사회보험 가입을 지원하는 방안 등을 검토하고 있다. 유승민 최고위원도 ▶대기업의 비정규직 현황 공개를 의무화하고 ▶비정규직을 정규직으로 전환하는 중소기업에 대해선 국가가 지원하며 ▶사내 하도급 근로자를 차별대우할 경우 ‘징벌적 배상’을 하는 방안을 추진하고 있다. 민주당은 최근 비정규직특별위원회(위원장 이인영 최고위원)와 당 싱크탱크인 민주정책연구원이 ‘공공 부문 비정규직의 정규직화’를 골자로 한 비정규직 대책을 발표했다. 민간 부문보다 공공부문이 정규직 확대가 쉽다는 판단에서다. 민주당 주승용 정책위 수석부의장은 “정부는 공공부문의 서비스를 민간에 위탁하려 하지만, 그럴 경우 예산 절감 효과 없이 서비스의 질만 하락시키는 만큼 공기업이나 지자체의 비정규직 근로자를 정규직으로 전환해 계속 정부가 직접 서비스해야 한다”고 주장했다. 그러나 역풍을 우려하는 목소리도 있다. 한나라당 김성식 정책위 부의장은 “비정규직이 정규직과 같은 대우를 받으려면 장기적으로 해고를 좀 더 쉽게 해야 한다는 주장이 나올 수밖에 없다”며 “비정규직 문제는 오랫동안 풀지 못한 민감한 문제로 사회적 합의가 필요하다”고 말했다. |
