Industry could be in for shake-up if consortium can raise investment

If Kbiz wins government approval and launches a mobile service, industry analysts predict major changes in the landscape of the local mobile phone industry, which has been dominated for a decade by three mobile carrier giants - SK Telecom, KT and LG U+. It would also be the first mobile carrier started by small and midsize businesses in Korea, where major industries are in the grip of conglomerates, according to industry observers. “We decided to enter the mobile phone industry because we figured this could be a new growth engine for small and midsized IT companies,” said a Kbiz official. “The initial funding for investment will be less than 100 billion won ($94.3 million).” Under the business plan mapped out by Kbiz, a consortium will be formed by Kbiz and 900 SMEs. Because Kbiz plans to adopt 4G WiBro (wireless broadband technology) - a rival system to the Long Term Evolution being adopted by the three existing carriers - market watchers suggested Samsung Electronics will be an investor. “We must make Samsung Electronics participate because it has the original WiBro technology,” the official explained. “Investments and technologies by other conglomerates will be a great help, too.” Kbiz said it will succeed in the mobile phone industry by offering subscription plans 20 to 30 percent cheaper than existing plans. This isn’t the first time a consortium was formed to try to start a fourth mobile carrier. Korea Mobile Internet (KMI), comprised of mobile virtual network operators (MVNOs) that rent networks from existing mobile operators, was rejected for a license twice because it didn’t have sufficient funding. The government hopes heightened competition by a fourth carrier will bring benefits to customers, especially lower telecom bills. The government has made lower phone bills a political campaign in the last few months. SK Telecom Co. controls 50.3 percent of the mobile phone market with 26.29 million users as of July 11, while KT Corp. has 32.1 percent with 16.79 million users and LG U+ Corp. has a 17.6 percent share with 9.21 million users, according to government data. But some market watchers said they’re skeptical that a fourth mobile carrier will succeed. “I doubt Kbiz will be able to come up with the funds,” Choi Nam-gon, an analyst at Tong Yang Securities, was quoted as saying by the JoongAng Ilbo. By Kim Mi-ju [mijukim@joongang.co.kr] 한글 관련 기사 [연합] 中企중앙회 `제4이통사` 설립 추진한다 `1천억원 이내 출자…범 중소기업계 참여` `삼성전자 등 대기업도 참여할 수 있다` 중소기업중앙회가 제4 이동통신사 설립을 추진하기로 했다. 중앙회는 18일 오후 여의도 본관 회의실에서 이사회를 열고 1천억원 이내에서 출자를 해 이동통신사업에 참여하기로 의결했다고 밝혔다. 중앙회 측은 "IT분야 중소벤처기업 등에 새로운 성장동력이 될 수 있다는 판단에 이동통신 사업을 추진하기로 했다"며 "사업 규모를 고려해 범 중소기업계가 참여하는 형태로 사업을 추진하게 될 것"이라고 설명했다. 이어 "이 같은 취지로 벤처기업협회 및 여성경제인협회, 이노비즈협회 등 중소기업 관련 단체들과의 합의도 이뤄진 상황"이라고 덧붙였다. 한편 이 컨소시엄은 SK텔레콤[017670], KT[030200], LG유플러스[032640] 등 기존 이동통신 사업자들이 LTE(롱텀에볼루션)에 주력하는 것과 달리 `4G 와이브로` 기반의 이동통신 서비스를 제공할 계획인 것으로 전해졌다. 이에따라 중앙회는 컨소시엄에는 삼성전자[005930] 등 일부 대기업이 참여할 수도 있다는 관측이 나오고 있다. 중앙회 관계자는 "아직 사업 추진을 결정한 것뿐 구체적인 추진 방식이나 어떤 기업이 참여할지에 대해서는 논의된 바가 없다"면서도 "삼성전자의 경우 와이브로 원천기술을 갖고 있는 만큼 꼭 참여토록 해야 할 것으로 보인다"고 말했다. 이어 "이 밖에도 대기업들의 자금이나 기술력이 도움이 될 수 있을 것"이라고 덧붙였다. 삼성전자는 앞서 2번에 걸쳐 이동통신사업을 신청했다가 탈락한 한국모바일인터넷(KMI)에도 400억원 상당의 현물출자를 했으며 이번 컨소시엄에도 비슷한 수준으로 참여할 것을 검토하는 것으로 전해졌다. 한편 KMI나 양승택 전 정보통신부 장관의 협력 여부에 대해서도 많은 관심을 모으고 있지만, 이에 대해 중앙회는 "아직 정해지지 않았다"고 말했다. 중앙회는 이날 이사회에서 결정된 사항에 따라 컨소시엄 구성 등 실무 작업을 마치는 대로 방송통신위원회에 사업허가를 신청할 계획이다. 중앙회 측은 "중소기업들의 사업 영역을 넓힌다는 명분이 충분하기 때문에 방통위에서도 충분히 허가를 받을 수 있으리라 기대한다"고 말했다. |
