But GNP and opposition still at loggerheads on vote at National Assembly

U.S. Senate leaders ended an impasse over the stalled ratification of the Korea-U.S. free trade agreement on Wednesday, agreeing to vote after their August recess on benefits for workers who lose their jobs because of overseas competition, then take up three pending trade deals, including the Korus pact. Korea welcomed the move but said the FTA could have been passed before the recess. Senate Harry Reid, the majority leader, and Senator Mitch McConnell, the Republican leader, agreed that after Congress returns to work, lawmakers will consider “a bipartisan compromise on the Trade Adjustment Assistance program, followed by passage of the three FTAs” with Korea, Colombia and Panama. Ratification of the three FTAs was snagged by disagreements between Republicans and Democrats on the Trade Adjustment Assistance program. The Office of the U.S. Trade Representative and Republican House Speaker John Boehner praised the compromise, signaling that all sides concur on the process. The one-month recess will end on Sept. 6. “The U.S. Congress did not live up to our expectations by not processing the Korea-U.S. FTA before the recess,” the Ministry of Foreign Affairs and Trade said in a statement. “But we expect the Korea-U.S. FTA to be able to be ratified after the opening of the U.S. Congress, based on the strong will of the U.S. administration and the Senate leadership.” The bill, signed in 2007 and revised last December, has yet to be ratified by the National Assembly and there are substantial disagreements between the ruling party and the opposition. An extra session will be held at the National Assembly this month, and the ruling Grand National Party said the pact should be ratified no later than in Washington. The opposition Democratic Party, however, says the extra session should be focused solely on legislation to improve people’s lives. The DP calls the pact “unfair and unfavorable” for Korean industries, and is calling for renegotiations with the U.S. Chun Jung-bae, former floor leader of DP, said in a post on a U.S. Congressional magazine’s Web site Wednesday that the FTA isn’t good for the U.S. either, saying that the expectation that it will create tens of thousands of jobs is a “rosy fantasy” and “a fabrication” made by multinational corporations that have no allegiance to either country. Chun said the FTA would worsen the overall U.S. trade deficit and eventually trigger more job losses in the U.S. He also claimed the investor-state enforcement mechanism will undermine national sovereignty in both countries by empowering foreign investors to skirt domestic regulations, and claimed that up to 65 percent of the products to be sold under the agreement will be neither Korean nor American. “It is my sincere hope that a fair trade agreement can be negotiated between our countries in the future that would benefit both of our economies and thus help advance the strong alliance between Korea and the U.S.,” Chun said. “The deal that the U.S. Congress is expected to consider in the coming weeks is not such an agreement.” By Moon Gwang-lip, Bloomberg [joe@joongang.co.kr] 한글 관련 기사 [중앙일보] 미국 상원 “한·미 FTA 9월 처리” 미국 상원의 해리 리드 민주당 원내대표와 미치 매코널 공화당 원내대표는 3일(현지시간) 공동성명을 내고 “(8월) 의회 휴회가 끝난 직후 무역조정지원(TAA) 제도 연장안을 처리한 뒤 한·미 자유무역협정(FTA) 관련 3개 이행법안을 처리하는 ‘추진 계획(path forward)’에 합의했다”고 발표했다. 그간 한·미 FTA를 지지하지 않았던 리드 원내대표는 이날 TAA 연장안 처리를 조건으로 한·미 FTA 비준(이행법안 처리)에 찬성하겠다는 입장을 처음으로 밝혔다. TAA 연장을 지지하지 않았던 매코널 공화당 대표도 FTA 처리와 연계하지 않겠다는 뜻을 밝혔다. 의회 소식통은 “백악관이 공화당 요구를 받아들여 TAA를 한·미 FTA 이행법안에 포함시키지 않고 별개로 제출하되, 공화당은 백악관의 요청대로 TAA와 한·미 FTA 이행법안의 병행 처리를 보장해줌으로써 양측이 접점을 찾은 것”이라고 설명했다. 이에 따라 다음 달 6일 시작되는 미 의회의 가을 회기에서 한·미 FTA 법안이 처리될 가능성이 커졌다. 미국에서 한·미 FTA의 9월 비준 가능성이 커졌다는 소식이 전해지자 관심은 한국 정치권으로 쏠렸다. 한나라당에선 현재 ‘8월 국회에서의 강행처리론’과 ‘여야 합의론’이 팽팽히 맞서 있는 상황이다. 한나라당 홍준표 대표는 “국익과 민생을 위해 한·미 FTA 비준안을 8월 임시국회에서 반드시 통과시켜야 한다”고 강조했다. 그러나 같은 당 황우여 원내대표는 “국제적으로 규모가 큰 조약 수준의 협정인 만큼 강행 처리는 있을 수 없다”고 말했다. 소관 상임위인 국회 외교통상통일위원회 소속 의원들 사이에서도 의견이 달랐다. 한나라당 소속인 남경필 외통위원장은 “미국보다 먼저 비준안을 처리할 이유가 없다”는 입장이나 외통위 한나라당 간사인 유기준 의원은 “FTA에 대한 여론 지지율도 높은 만큼 경제적 관점에서 우리 스스로의 스케줄에 따라 처리해야 한다”고 주장했다. 민주당 등 야권은 “한·미 FTA 추가협상으로 인해 양국 간 이익균형이 깨졌다”며 비준에 강력히 반대한다는 기존 입장을 고수했다. 민주당 홍영표 원내대변인은 “미국이 비준하기 전에 한국 정부가 한·미 FTA 재재협상에 적극 나서야 한다”고 말했다. 민주당 천정배 의원은 미 의회 전문지 ‘더 힐(The Hill)’의 ‘콩그레스 블로그’에 글을 올려 “한·미 FTA는 양국 모두에 나쁜 결과를 가져오는 것이며, 일자리 창출과 양국관계 증진에 도움이 될 것이라는 전망은 환상이자 조작”이라고 주장했다. |
