Oh says he will take all responsibility if referendum fizzles or voters reject

On Wednesday, all eligible voters in Seoul will have a chance to cast ballots in the city’s first referendum, and say whether all schoolchildren should be given free lunches or not. Oh is against the free lunch program passed by the Seoul Metropolitan Council, which is dominated by rival parties, and says free meals should only go to the poor. But for the referendum to be valid, voter turnout must be a third or above. “If the turnout is less than 33.3 percent, I will take all responsibility,” Oh said at a news conference held at City Hall yesterday. “And in the case that the turnout is more than a third but the result doesn’t support my plan, I will also take responsibility.” Dropping his head, the 50-year-old mayor wiped away tears with a handkerchief six times, and after finishing his emotional statement, knelt on the floor and bowed. When pressed by the media, Oh did not directly say he would quit the mayor’s office, but suggested it. “The universal school meal policy, giving free meals to all students, can’t be consistent with Seoul city government’s welfare policy, which aims at citizens’ independence and self-reliance,” Oh said. “I mulled over whether it would be right to continue my career if I lose the vote, resulting in this decision. “I can’t say I reached a perfect agreement with the Grand National Party [over a possible resignation],” Oh said. “But I believe the party will put all its efforts on the referendum campaign for the next three days.” When asked when he would resign if losing the referendum, Oh refused to answer because he said he hadn’t lost yet. Lawmakers in the ruling Grand National Party showed worry about Oh’s decision to link the mayorality with the outcome of the vote. “We evaluate his comment as a painful decision in favor of a sustainable welfare policy,” said a statement released yesterday by GNP lawmakers in the city council. “However, it is desirable to assess more carefully the linking of the mayor’s position with the referendum. “If the turnout is less than a third,” the statement added, “the opposition Democratic Party and politically biased Seoul Education Office should take responsibility because of their support for a boycott.” Lawmakers and local media speculated that if Oh fails in his referendum and quits, a DP lawmaker could win a by-election to fill the post, which would have an impact on next year’s general and presidential elections. If the mayor resigns before Sept. 30, the by-election would be held on Oct 26. The opposition-dominated city council held a briefing yesterday afternoon, saying the mayor’s referendum was reckless. “Elected by Seoul citizens, the mayor’s position should not be used for his own political purposes,” Heo Kwang-tae, head of the city council said. “He is saying that students from wealthy families don’t need free meals, but the purpose of the free school meal is to keep students from feeling social discrimination in schools.” Heo went on to defend the free meal program, which was passed into law by the council in December. “You know how much the city government pays for the ecofriendly lunch program per year?” he asked. “It’s only 69.5 billion won ($64 million), just 0.3 percent of the city government’s entire budget. Currently, 80 percent of local governments nationwide are giving free school meals to all students. [연합뉴스] 오세훈 서울시장이 최후의 승부수를 던졌다. 그는 21일 “8·24 주민투표 결과에 따라 시장직을 내놓을 수 있다”고 밝히는 기자회견을 하면서 여섯 번이나 울먹였다. 기자회견 말미에 큰절을 한 뒤에는 무릎을 꿇기도 했다. 마지막 승부를 걸 수밖에 없는 절절한 심정을 드러낸 것이다. 지난 12일에 대선 불출마 선언을 한 그는 이날 시장직까지 걸면서 무상급식 주민투표에 모든 것을 내던졌다. 승리 아니면 패배, 재신임 아니면 중도사퇴다. 오 시장에게 중간은 없다. 그는 지난해 6월 10일 이렇게 말했다. “시장 임기를 꽉 채울 겁니다. 2014년쯤 (퇴임할 때) 서울시를 이 정도 반열까지 올렸다는 얘길 듣고 싶거든요.” 당시 오 시장은 첫 재선 민선시장이 됐다는 감격에 겨워 있었다. 그는 시장직 완주를 다짐했다. 하지만 그가 이 약속을 지키기 힘들어졌다. 무상급식 주민투표가 오 시장 정치 인생의 최대 분수령이 됐기 때문이다. 오 시장이 승부수를 던지는 과정은 순탄치 않았다. 그는 적잖이 흔들렸다. “시장직 걸지 말라”는 한나라당의 만류 때문이었다. 토요일인 20일에도 홍준표 한나라당 대표와 만나 힘겨운 줄다리기를 계속했다. 오 시장은 끝까지 고민했다. 21일 오전 6시45분 그는 서울 종로구 혜화동 성당에서 미사를 드리며 결심을 굳혔다. 그는 홍 대표에게 전화를 걸어 “양해해 달라”는 말을 전했다. 오 시장은 처음에는 한나라당을 믿었다. 버팀목이 돼줄 거라 생각했다. ‘대선 불출마 카드’로 친박근혜계에 구애도 했다. 하지만 반응은 차가웠다. 유승민 최고위원 등은 “왜 당이 오 시장을 도와야 되느냐”고 따졌다. “홍 대표도 만류는 했지만, 오 시장 입장보다는 보궐선거에 따른 ‘당권 흔들기’를 우려했다”(오 시장 측 핵심 관계자)고 봤다. 오 시장은 그래서 시장직을 던진다는 최후통첩 카드를 선택했다. 그는 이런 결정을 내린 이유를 이렇게 설명했다. “인기영합주의의 ‘빠른 복지’가 아닌 다음 세대까지 배려하는 ‘바른 복지’시대로 나아갔으면 하는 절박한 심정 때문입니다.” 그의 이날 회견은 이런 절박한 심정을 앞세워 “이래도 안 도울 테냐”는 당과 보수진영을 향한 호소이자 압박이다. 시장직을 내놓음으로써 내년 총선·대선지형에 변화가 생기는 걸 원치 않거든 모두 팔을 걷어붙여 달라는 선언이다. 오 시장이 이날 회견에서 “(당의 뜻을 저버렸지만) 총력전을 펴줄 거라 믿는다”고 한 것도 이런 이유다. 오 시장 측은 “시장직을 걸면 5%포인트 정도 투표율이 상승할 것으로 본다”고 말했다. 평일, 그것도 야권의 거부운동 속에 치러지는 투표에서 유효 투표율 33.3%를 넘기기 위해선 어쩔 수 없는 선택이었던 셈이다. ‘1020 전략’도 그런 고민의 산물이다. 보수성향 유권자들은 대개 아침 일찍 투표소에 나온다. ‘오전 장사’가 분수령이 되는 셈이다. 윤희웅 한국사회여론연구소 조사분석실장은 “중장년층 위주의 보수성향 유권자들은 인터넷이나 트위터 같은 소셜네트워크서비스(SNS)로 실시간 투표 독려를 하는 데 익숙하지 않다”며 “결국 오전에 승부를 봐야 한다”고 했다. 오전 투표율이 치솟으면 야권 성향 유권자들도 흔들릴 수밖에 없다. ‘33.3%를 넘길지 모른다’는 우려에 투표소로 나설 것으로 본다. 이런 전략이 성공할지 장담할 수 없다. 통계가 말해 준다. 2010년 6·2 지방선거에서 오전 11시까지 서울지역 투표율은 17.5%였다. 2007년 대선은 조금 높은 18.9%였다. 평일 서울지역에서만 치러졌다는 점에서 이번 주민투표와 유사한 2008년 서울시교육감 보궐선거의 같은 시간대 투표율은 5.1%에 그쳤다. 서울시교육청은 오시장의 발표에 반발했다. 서울시교육청은 이날 보도자료를 내고 “(오 시장의) 기자회견은 무상급식을 극한의 정치투쟁 수단으로 변질시키는 정략적 행위”라고 지적했다. |
