Park Won-soon is without a party, has never held public office and barely registered in the polls as late as a month ago.
Now, the liberal activist is leading Grand National Party nominee Representative Na Kyung-won in the race for Seoul mayor, one of the nation’s most influential and powerful public offices, in a contest that is threatening to upend conventional party politics.
Park’s catapult into the lead with the simple endorsement of Ahn Cheol-soo - another independent, nonpolitician - was just the beginning of what is becoming an almost existential crisis for both the GNP and the Democratic Party.
Even Representative Park Geun-hye, former GNP chairwoman and long-time presidential front-runner, is now watching her back, with many believing that the doctor-turned-software-mogul is eyeing a Blue House run next year.

But the ascendancy of alternative politics hasn’t only been at the expense of the ruling but ailing GNP. Last week, Park Won-soon defeated Representative Park Young-sun of the DP - the largest opposition party with 87 seats in the National Assembly - in a liberal primary for Seoul mayor.
With the Seoul mayoral by-election just a little over two weeks away, the two opposing campaigns and their strategies are also showing the changed political dynamics.
The GNP on Thursday opened a massive campaign office for Na with a ceremony attended by more than 500 dignitaries.
But despite the grand displays, the GNP appears to be showing signs of panic and rare unity, acknowledging the headwinds it faces as it tries to hold on to City Hall.
The race has managed to bring together President Lee Myung-bak’s faction and Park Geun-hye loyalists for the first time since August 2007, with Park herself saying that she would support the GNP’s by-election efforts.
Representative Won Hee-ryong, a Lee loyalist, Representative Kwon Young-se, a Park loyalist, Representative Park Jin, who is not affiliated with a faction, and Representative Lee Jong-koo, the head of the GNP’s Seoul chapter, are co-chairing Na’s mayoral campaign.
“With this campaign headquarters transcending factionalism, I will overcome division and confrontation to make a united GNP,” Na said at her campaign’s launch. “I will transform Seoul and change Korea’s politics.”
Representative Hong Joon-pyo, chairman of the GNP, struck an optimistic tone: “For the first time since the Lee Myung-bak administration began, the Grand Nationals are united as one. We will crush the independent candidate with our unified power.”
But political analysts say they are doubtful, pointing out widespread disillusionment with the parties among voters.
“It is a serious crisis [for the GNP and DP] because party politics in general has failed to accept the people’s demands,” said Lee Hyeon-woo, a political science professor at Sogang University.
Another political science professor, who asked for anonymity, said the GNP needed a drastic overhaul if it wanted to appeal to voters once again.
“Young voters and the middle class have already left the GNP en masse,” the professor said. “Compared to the 2007 presidential election, its supporters are probably down to half. Anti-GNP voters and centrists who do not support the Democrats are now showing interest in Ahn and Park Won-soon, so the GNP needs to accept the public’s demands for wider welfare programs and open its door to newcomers to maintain power.”
Ahn Byung-jin, professor of American Studies at Kyunghee Cyber University, said public frustration with conventional party politics should have been expected.
“The political parties have only spoken for the interests of only a few regions, so we are now seeing a political earthquake,” he said. “The GNP and the DP both need to transform to become political parties that are connected to the civic community, voters and social network services.”
Meanwhile, Park Won-soon has been vigilant about maintaining his outsider image, pledging to not go negative.
“I am well aware that an independent candidate is at a disadvantage,” Park said after registering his candidacy on Friday at the Seoul Metropolitan Election Commission. “But I believe I can do it.”
But despite his efforts to portray himself as an underdog, polls have shown that it was his lack of party affiliation that has propelled Park to the lead.
In an Oct. 4 survey of 1,600 Seoul voters conducted by OhmyNews and the Institute for Future Korea, 54.2 percent of voters said they would vote for Park if he ran as an independent, while 41 percent said they would vote for Na.
The gap, however, narrowed significantly if Park were to run as a DP member, with 48.7 percent of voters backing Park and 44.9 percent backing Na. Still, Park has made direct appeals to Democrats for their support, saying that the DP would play a central role in his campaign.
Park also met with 40 DP members of the Seoul Metropolitan Council on Saturday, joined by DP Chairman Sohn Hak-kyu and his former DP rival Representative Park Young-sun in the liberal primary. When some council members complained of his decision not to join the DP, Park said, “I am a Democrat mentally.”
Park’s entreaties toward the DP appear to indicate that he needs the organizing power of the largest opposition party. In the Oct. 3 liberal primary, Park lost to the DP nominee in the electoral college vote, though he bested her in the television debate evaluation and public opinion poll. Park’s campaign, comprised of liberal opposition parties and civic groups, is scheduled to launch today with Sohn heading the campaign.

한나라당 4선 의원의 보좌관인 A씨 얘기다.
“지난주 중앙부처 과장급 공직자인 친구와 차를 함께 탔다가 깜짝 놀랐다. 친구가 운전하면서 듣는 게 박원순 변호사가 출연한 ‘나는 꼼수다’였다. ‘사무실에선 부하 직원들의 눈이 있어 갤럭시탭을 차 안에 놓고 (정부·여당에 비판적인 이 방송을) 듣는다’고 귀띔했다. 그 친구도 나도 영남 출신이다. 지난 대선 때는 함께 이명박 대통령을 찍었다. 바깥 분위기가 이 정도일 줄은 몰랐다.”
민주당 실무 당직자 B씨의 경험담도 비슷하다.
“지난달 말 서강대 공공정책대학원에서 특강을 했다. 40대 후반부터 60대까지 40여 명의 중견기업 임원과 전문직 인사들이 대상이었다. 최근 한나라당 박근혜 전 대표나 민주당 손학규 대표를 화제로 얘기한 분이 있었는지 손을 들어 달라고 했다. 박 전 대표에 대해선 대여섯 명, 손 대표와 관련해선 세 명이 손을 들었다. 안철수 서울대 교수와 박원순 변호사를 놓고 똑같이 물었더니 절반가량의 손이 올라갔다. 민주당원인 내 가슴이 턱 막혔다.”
민주당 존재 위기, 한나라당 보수 위기
안철수 바람을 탔던 서울시장 후보 박원순 변호사가 민주당의 박영선 후보를 꺾으면서 민주당엔 ‘존재 위기’, 한나라당엔 ‘보수 위기’의 쌍끌이 위기감이 확산되고 있다. 민주당에선 “서울시장 후보조차 내지 못했는데 내년 대선에서 독자 후보를 낼 수 있을까”란 공포감이 번지고 있다. 한나라당에선 코앞에 닥친 서울시장 선거뿐 아니라 내년 총선과 대선에서 야권 단일화 드라마가 이어질 경우 보수 재집권이 어려워지는 것 아니냐는 위기론이 커졌다.
한나라당 홍정욱 의원은 “박원순 후보가 승리한 범야권 경선이 안철수 현상을 일시적인 것이 아닌 입증된 민심으로 발전시켰다”며 “민주당은 당의 위기, 한나라당은 체제의 위기에 빠졌다”고 주장했다. 같은 당 남경필 의원은 “정당 정치의 위기라는 데 이론이 없고, 정당 정치의 위기를 인정한다면 위기의 70∼80%는 당연히 제1당인 한나라당에 있다”고 지적했다.
집권 여당인 한나라당에서 위기론이 속출하고 제1야당인 민주당이 서울시장 후보조차 내지 못하는 위기의 근원적 이유는 뭘까.
전문가들은 유권자 지형이 변화하고 있다는 데서 1차적인 원인을 찾는다. 한나라당 이명박 후보가 승리한 2007년 대선 당시만 해도 보수의 토양이 좋았다. 중앙일보와 동아시아연구원(EAI) 여론조사에선 자신을 보수라고 응답하는 사람이 43.4%에 달해 가장 높았다. 이어 중도 34.2%, 진보 22.5%의 비율이었다.
그러나 올 9월 같은 조사에선 중도(44.5%)-보수(30.0%)-진보(22.4%)로 보수가 확 줄고 중도는 늘었다. 그렇다고 진보가 늘어난 것도 아니다. 진보라고 답한 응답자는 당시와 비교하면 거의 변화가 없다. <그래픽 참조> 한국 사회가 시간이 지날수록 60대 이상의 비율이 늘고 20대 이하는 줄어드는 고령화사회로 다가서고 있는 만큼 연령 구조상 보수층의 확대가 당연해 보이지만 현실에선 오히려 보수가 감소하는 현상이 나타난 것이다.
정한울 EAI 부소장은 “노무현 전 대통령에게 실망해 유권자들이 보수화되며 이명박 대통령에게 쏠렸지만 이들이 이명박 정부의 국정 운영에 비판적인 태도로 돌아서면서 중도로 이동했다”고 설명했다. 그는 “중요한 점은 보수가 줄었지만 진보가 두터워진 것도 아니어서 유권자들이 한나라당이나 민주당이란 양자택일을 꺼리고 있다”고 해석했다. “결국 다른 쪽에서 대안을 찾으려는 무당층 심리가 강화됐다”는 것이다. 서강대 이현우(정치학) 교수는 “최근 여론조사에선 처음부터 지지 정당을 물으면 무당파가 60∼70%까지 올라갔다”며 “기존 정당체제가 민심을 제대로 반영하지 못하고 있다는 증거”라고 전했다.
박원순 캠프, 카톡·페북으로 전략 회의
안철수 바람을 확산시킨 무기는 소셜네트워크서비스(SNS)다. 박원순 후보는 SNS를 통해 전혀 새로운 선거를 시도하고 있다.
그의 홍보를 맡은 조직은 팬클럽 ‘박원순과 함께 꿈꾸는 서울’이다. 이들의 전략 회의는 카카오톡과 페이스북을 통해 이뤄진다. 회원 고유라(35)씨는 “각자 일을 하다가 카카오톡을 이용해 수시로 의견을 나누고 페이스북 채팅으로 홍보전략을 결정한 뒤 온라인상에 글을 올리고 투표를 독려한다. 정장 입고 사진 찍는 원탁회의가 아니다”고 말했다. 당연히 컴퓨터와 인터넷문화에 익숙한 20~30대 중심의 조직이다.
4일 서울 종로구 안국동의 박 후보 사무실을 찾았다. 입구에서 안내를 맡은 사람들부터 자원봉사자였다. 캠프 법무팀 최철민(25·연세대 4년)씨가 그런 경우다. 그는 “인터넷 서핑을 하다가 자원봉사 모집 안내문을 읽곤 선거가 재미있을 것 같아 동참했다. 내가 선거에서 역할을 할 수 있다는 기대도 컸다”고 말했다. 재미와 참여의 신세대문화다.
3일 장충체육관의 범야권 후보 경선에 지지자를 불러모은 방식 역시 인증샷 놀이였다. 당 지도부가 지역구에 동원령을 내린 민주당과는 달랐다. 동원 방법이 민주당과 크게 다를 바 없는 한나라당 역시 젊은 세대를 향한 박 후보식 신세대 방식에 긴장하고 있다.
남경필 의원은 “안철수 바람과 박원순 후보 등장 과정에서 SNS와 자발적 참여로 무장한 새로운 클래스가 탄생했다”며 “스티브 잡스에게 열광하고 정치·언론·재벌 등 기성 제도권엔 비판적이며 새로운 커뮤니케이션 수단에 밝은 이들이 빠른 속도로 기존의 정당 조직을 무력화하고 있다”고 진단했다. 그는 “이들 새 클래스는 국회 문을 때려 부수고, 강용석 의원의 제명을 막고, 기득권 지키기에 능숙한 정치권을 구태스럽고 촌스럽고 창피한 것으로 여긴다”고도 했다. 같은 당 나성린 의원은 “지금이라도 국회의원들이 주말마다 5인1조로 대학을 찾아 대담 콘서트를 열어 가르치는 게 아니라 듣고 소통해야 한다”고 주문했다.
스타에 의존하면 중우 정치 우려
‘시민 후보’를 놓고선 우려의 목소리도 나온다. 여야의 책임론과 별도로 정당 정치 위축이 바람직한 현상은 아니란 점에서 그렇다는 것이다. 또 SNS 인기에 기반한 정치가 양날의 칼이라는 지적도 나온다. 그런 만큼 여야 각 당의 변화와 혁신 주문도 높다.
동국대 김상겸(법학) 교수는 “정당은 사적 단체임에도 헌법에까지 규정될 만큼 민주주의의 중요한 축”이라며 “정치권이 인기 스타에만 눈을 돌릴 경우 정책 역시 대중의 그때그때 기호에 따라가는 ‘중우(衆愚) 정치’로 이어질 것”이라고 우려했다.
인천대 이준한(정치학) 교수는 “젊은 층에 지지 기반을 가진 이들은 바람을 탈 땐 SNS가 지원병이 되지만 네거티브나 부정적인 돌발변수가 발생했을 땐 반대로 SNS가 실망감을 순식간에 확산시키는 독으로 작용할 수도 있다”고 강조했다. 그는 “정당은 정권을 잡기 위해 정책을 다듬고 선거로 심판받는다. 오랜 시간 준비하고 검증받는 과정이 필요한데 선거가 바람에만 좌우되면 이런 절차가 생략되니 선거가 이벤트로 전락할 수 있다”고 말했다. 이어 “서구 정당의 발전 과정을 보면 보수 정당은 산업화를 거치며 대중 정당으로 탈바꿈하고 진보 정당은 소련 붕괴 후 이념에서 벗어나는 등 시대 변화에 맞춰 진화했다”며 “우리 정당의 현재 모습은 진화보다는 승리를 위한 선거용 이벤트에 몰두하는 것으로 보인다”고 지적했다.
안철수 바람을 타고 시작된 ‘시민 후보’ 등장으로 10·26 서울시장 선거는 내년 총선과 대선의 전초전이 돼 버렸다. 선거 결과에 따라선 정치판에 일대 회오리가 불가피하게 됐다. 50년 역사상 후보조차 내지 못한 민주당에선 상황이 심각하다. ‘불임 정당’ 논란 속에 당의 향후 진로를 놓고 내부 갈등이 이미 예고돼 있다. 손학규 대표 등 현 지도부는 ‘박원순 껴안기’를 통해 범야권 통합과 연대로 방향을 잡았다. 하지만 당 내부에선 “내년 대선에서도 시민 후보가 대권을 양보하라고 요구하는 상황이 반복되지 않겠느냐. 그런 무소속 후보로 이긴다면 민주당이 과연 여당인가, 야당인가”(호남 지역구 의원)란 반대론이 여전하다. 민주당이 시민세력에 흡수될지 모른다는 위기감이다.
남경필 의원은 “지금은 박원순 후보가 민주당 외피에 얹혀 있는 모양이지만 안철수 바람을 만들고 박원순 후보를 지지한 사람들이 세력을 모으는 것은 시간 문제”라며 “2012년 대선에서 그렇게 될지 아니면 그 이후 일지가 남았을 뿐”이라고 전망했다.
