Kepco’s board of directors voted in favor of a 10 percent price hike on Nov. 17 in a meeting led by outside directors, according to the company. A total of 15 directors, including eight outside directors, attended the meeting. Kepco CEO Kim Joong-kyum was also present.
In the past, Kepco unofficially recommended price adjustments to the Ministry of Knowledge Economy, which would again discuss the issue with the Ministry of Strategy and Finance. If the government decided to increase the electricity rate, the Kepco board would put the issue to a vote. This time, however, the procedure was reversed. It remains to be seen whether the government will agree to an increase in electricity rates.
According to the plan, rates for households and farmers will stay the same while those for large companies will be raised significantly.
The Ministry of Knowledge Economy said, however, it has yet to receive any official request from Kepco, the country’s sole electric power provider, but said it will review the issue when such a demand is filed.
According to the Ministry of Knowledge Economy, Kepco’s move is attributed to a lawsuit filed by minority shareholders against former Kepco CEO Kim Ssang-su for damage caused by the company’s indecision to raise electricity rates.
In August, a group of 13 Kepco shareholders claimed that Kim’s failure to raise prices led to 2.8 trillion won ($2.5 billion) in damage to the company over the past three years.
Currently, Kepco’s rates represent only about 97 percent of production costs.
The government has long discouraged public corporations from raising its prices to protect Korea’s industrial sector, the backbone of the country’s exports, and most recently to prevent increases in such prices from adding inflationary pressure.
“Kepco seems to have considered the lawsuit for making such a decision without consulting the government, unlike in the past,” said Kim Jung-gwan, vice minister of knowledge economy.

추워지자 전력소비 급증 … 뜨거운 전기료 논란
한전 이사회 ‘요금 인상’선공
#오전 기온이 영하로 떨어진 21일. 전력거래소의 전력수요 그래프가 11시 6400만㎾를 넘어섰다. 이달 들어 최대전력수요(전력피크)는 6100만~6200만㎾대에서 머물렀다. 하지만 난방기 가동이 늘면서 전력사용이 가파르게 증가하기 시작한 것이다. 전력거래소 관계자는 “기온이 내려가면서 전력수급 담당 직원들의 긴장도도 높아지고 있다”면서 “앞으로 본격적인 추위가 시작되면 수요도 급속히 늘 것으로 예상된다”고 말했다.

17일 한국전력공사 이사회. 전기요금 인상안을 놓고 이사들 사이에 의견 표명이 이어졌다. 하지만 논쟁은 길게 이어지지 않았다. 주택용·농사용은 동결하는 대신 산업용 전기요금, 특히 대기업용을 10% 이상 올리자는 인상안은 20분 만에 이사회를 통과했다. 이사회 관계자는 “이사들 대부분이 전력난 해결을 위해 요금 인상이 불가피하다고 생각했다”고 말했다. 정부가 인상률을 결정해 통보하기 전에 한전 이사회가 자체적으로 인상안을 의결한 것은 이번이 처음이다.
초유의 정전 사태가 터진 지 석 달여. 찬바람이 불면서 전력당국이 다시 긴장하기 시작했다. 동시에 꾹꾹 눌러놓았던 전기요금 문제도 수면으로 부상했다.
이날 전력거래소는 겨울을 대비한 ‘제2정전대란 방지를 위한 특별대책’을 발표했다. 매일 오후 6시 방송을 통해 ‘전력수급 예보’를 하기로 했다. 또 전력계통을 운영하는 조직을 이사장 직속으로 편제하고, 베테랑 전력수급 전문가와 기상 전문가 등을 외부에서 수혈하는 내용도 포함됐다.
지식경제부는 4만7000곳에 이르는 건물 등의 난방온도를 제한하고, 대기업 등에는 전력피크 시간대에 지난해 대비 전력 사용을 10% 줄이는 것을 의무화하겠다는 내용을 골자로 한 겨울철 전력수급 대책을 발표했다. 하지만 원가보다 낮은 전기요금 등 근본 대책이 빠졌다는 비판이 많다. 한전 이사회가 요금 인상 요구를 공식화하며 정부를 향해 ‘선공’에 나선 이유도 전력난 극복이다.
전기요금은 전기사업법과 물가안정법에 따라 결정된다. 한전이 인상안을 제출하면 이를 토대로 지식경제부가 물가당국인 기획재정부와 협의하고, 이후 전기위원회 심의, 지경부 장관 인가 등의 과정을 거친다. 하지만 지금까지 관례는 정부가 먼저 협의해 한전에 이를 통보하면 이사회가 의결하는 방식이었다.
한전 이사회의 변신을 주도한 건 사외이사들이다. 지경부 관계자는 “한전 소액주주들이 전기요금 인상에 적극적으로 나서지 않았다며 김쌍수 전 사장에 손해배상 소송을 제기한 영향이 큰 것으로 보인다”고 말했다. 하지만 8월에 이어 다시 전기료를 올리기엔 물가당국의 부담이 만만찮다. 재정부 관계자는 “다짜고짜 요금 올리자고 하면 국민이 이해하겠느냐”며 “일단 수급을 안정시키기 위해 모든 노력을 해 본 뒤 요금 인상을 검토하는 게 순서”라고 말했다.
