In strikingly tough language, President Lee Myung-bak demanded that Japanese Prime Minister Yoshihiko Noda take “decisive action” to resolve the long-running disagreement over Japanese reparations for forcing thousands of Koreans into sexual slavery during World War II at a summit in Kyoto, Japan, yesterday.
Lee devoted 45 minutes of his hour-long meeting with Noda on the issue, requesting an official government apology and compensation for the so-called “comfort women,” but Noda resisted Lee’s calls saying that its government’s position remained unchanged.
“First of all, we should have true courage to resolve the issue of wartime sex slaves, which is an obstacle to bilateral relations between Korea and Japan,” Lee said. “We urge you, the prime minister, to take the initiative in resolving this.”
Lee added, “The average age of Korean sex slaves is 86. After the remaining 63 comfort women who lived with unresolved pain pass away, we will lose their voices [on the issue], which will leave a big burden on both countries. We expect a major political decision at the national level from you, rather than a practical, working-level idea.”
Noda refused, telling Lee, “You know our legal position,” he said, referring to Japan’s stance that 1965 treaties between the two nations already settled the matter. “We will use our wisdom on a humanitarian basis.”
The president’s unprecedented request followed mounting public outcry over wartime grievances, fueled in recent days by the 1,000th weekly protest held by former comfort women and supporters outside the Japanese Embassy in Seoul last week.

A statue, dubbed the Peace Monument, erected by former comfort women in front of the Japanese Embassy last week also became a source of contention between the two leaders.The statue is of a young Korean girl in hanbok, or traditional dress, seated and staring at the Japanese Embassy, a poignant symbol of the comfort women’s perseverance in calling for Japan to accept responsibility for their war crimes.
The statue, however, elicited protests from Japan, which has demanded its removal, including Noda to Lee yesterday. But Lee told Noda, “If you don’t take sincere action, a second and third Peace Monument will be erected.”
The Ministry of Foreign Affairs and Trade warned that Japan risked damaging its national image if it failed to address the issue of Korea’s comfort women because it was a humanitarian issue and not a territorial dispute such as over the Dokdo islets.
A government official said, “Without taking any measures to solve the problem but only demanding the removal of the monument, Japan’s national image will be damaged as a country of war criminals that abused human rights of women.”
Korea has beefed up its efforts for the comfort women since August when the Constitutional Court ruled that the government had neglected to resolve the issue. In September, Korea proposed a bilateral meeting to renegotiate the 1965 ROK-Japan Normalization Treaty that exempted Japan from paying individual compensation to the women, but Japan rejected the request. Korea is now taking steps to call for international arbitration over the issue.

57분 회담 중 45분 … MB, 위안부 작심 발언
한·일 정상회담서 첫 문제 제기
이명박 대통령은 4년 가까운 재임 기간 중 일본 총리와 20차례 회담했다. 그중 19차례는 ‘위안부’란 단어를 입에 올리지 않았다. ‘과거사 문제’로 뭉뚱그려 해결을 촉구해왔다. 20번째이자 노다 요시히코(野田佳彦) 일본 총리와는 네 번째인 18일의 정상회담에선 이 대통령이 태도를 확 바꿨다.
이 대통령은 9시13분 교토(京都)정상회담 모두발언에서 위안부 문제를 꺼냈다. 그는 “한·일 양국은 공동번영과 역내 평화, 안보를 위해 진정한 파트너가 돼야 한다”며 “그러기 위해선 위안부(문제)를 우선적으로 해결하는 데 진정한 용기를 가져야 한다”고 요구했다.
이은 비공개 회담에서도 이 대통령은 위안부 문제를 집중 거론했다. 노다 총리가 한·일 자유무역협정(FTA) 등 경제 현안을 거론하자 이 대통령은 “나도 잘 되면 좋겠다”고 하곤 “경제 문제 이전에 과거사, 위안부 얘기부터 해야겠다”고 했다. 그러곤 ‘작심한 듯’ 다음과 같이 말했다고 박정하 청와대 대변인이 전했다.
▶이 대통령=(위안부 문제는) 법 이전에 국민 정서·감정의 문제다. 대국적 견지에서 생각해주길 바란다. 지금 생존해 계신 위안부들이 평균 86세다. 금년 16분이 돌아가셨다. 몇 년 더 있으면 다 돌아가실 수 있다. 이 문제를 해결하지 않고 가면, 할머니들이 돌아가시고 양국 간에 해결 못한 큰 부담으로 남게 된다. 그때 가선 해결할 길이 없다. 실무적 발상보다는 큰 차원의 정치적 결단을 기대한다. 양국 문제를 해결하는 데 걸림돌 되는 게 안타까워서 내가 이렇게 직접 거론한다.
▶노다 총리=우리 정부의 법적 입장을 알 것이다. 우리도 인도주의적 배려로 협력해왔고, 앞으로도 인도주의적 견지에서 지혜를 낼 거다. (주한 일본대사관 앞에) 평화비가 설치돼 안타깝다. 철거해 달라.
▶이 대통령=아마 일본 정부가 조금만 관심을 보였다면 안 일어났을 일이다. 총리의 결단을 계속 기대하겠다. 그것은 거창한 방법이 아니라 따뜻한 마음에서 기초하는 것이다.
노다 총리가 일본 정부의 ‘법적 입장’을 강조한 건 1965년 한·일협정으로 배상이 끝났다는 기존 입장을 고수한 것이다. 노다 총리는 주한 일본대사관 앞에 평화비 문제를 언급한 뒤엔 경제 현안으로 화제를 옮기려고 했으나 이 대통령은 계속 위안부 문제로 돌아갔다.
당시 시계는 오전 9시58분쯤을 가리키고 있었다고 한다. 전체 57분간 회담이었는데 45분간 이 대통령은 위안부 문제를 집중 제기했다. 노다 총리의 결단을 촉구한 것만 해도 네 차례였다.
그 뒤 이 대통령은 노다 총리와 일본식 돌 정원으로 유명한 료안지(龍安寺) 경내를 둘러보다가 10여 분 만에 “외교안보 문제에 협력해 달라”는 말을 남기고 나왔다. 원래 두 정상의 산책엔 20분을 배정하기로 일정이 잡혔으나 이 대통령이 서둘러 끝내버린 것이다. 청와대 관계자는 “아쉬움이 많이 남는 회담을 마친 뒤라 한가하게 산책할 때가 아니라고 여긴 듯하다”고 전했다.
청와대 고위 관계자는 “우리 대통령이 일본 총리에게 이처럼 집중적으로 위안부 문제의 해결을 촉구한 건 처음”이라며 “그만큼 이 대통령의 뜻이 단호하다”고 전했다. 청와대는 해결 방안에 대해 “일본이 배상까진 아니더라도 정부 차원의 진상규명과 사과란 구체적 행동을 보여달라는 것”이란 인식이다.
청와대와 외교부에선 “위안부 문제는 논란이 확산될수록 일본에 불리한 이슈”로 보고 있다. 정부 관계자는 “일본이 문제 해결에 나서지 않으면 ‘여성 인권을 유린한 전범국가’의 과거 문제가 부각될 것”이라고 말했다.
일본 정부는 당혹스러워 하는 분위기다. 특히 이 대통령이 “성의 있는 조치가 없으면 제2, 제3의 위안부 평화비가 세워질 것”이라고 말한 데 충격을 받은 모습이다. 그러나 일본의 대부분 언론들은 이 대통령의 위안부 문제 제기가 임기 말 지지율 하락을 만회하기 위한 ‘국내 여론용’이란 분석을 내놓았다. 요미우리(讀賣)신문은 18일 “이 대통령은 서울시장 선거 패배, 한·미 FTA 비준 강행 처리 등으로 구심력이 떨어지고 있는 상황”이라며 “이런 상황에서 일본에 우호적 자세를 취하기 힘든 국내 사정이 있었다”고 해석했다.
◆위안부=일본 군국주의 강점기에 일본에 의해 강제로 군 위안소로 끌려가 정신적·육체적 고통을 겪으며 인권을 유린 당한 여성. 한국을 포함, 중국·필리핀·인도네시아 등 여러 나라 여성들이 피해를 봤다. 일제시대 노동력으로 징발됐던 사람을 통칭하는 정신대(挺身隊)와는 다른 뜻이다.
