Independent lawmaker Kang Yong-seok, who accused Seoul Mayor Park Won-soon’s son of trying to dodge his compulsory military service, resigned from his position after raising the groundless rumors, as the son has proven his innocence through an open physical examination.

According to the Seoul Metropolitan Government, Park Ju-sin, 27, the son of the Seoul mayor, underwent an MRI on his back at 2 p.m. at Yonsei University’s Severance Hospital in order to clear himself of suspicion. Doctors and selected Korean media reporters witnessed the examination.

“We’ve concluded that the MRI picture we took today and the one Park had submitted to the Military Manpower Administration [MMA] are identical,” said Professor Yoon Do-heum, the chief of the Department of Neurosurgery at Severance, during a press conference.

Last month, Kang insisted that Park submitted a false MRI picture to the MMA in order to be exempted from his military duty, and said he would resign if he turned out to be wrong.

Park entered the Korea Air Force on Aug. 29 but was sent home three days later due to back pain. He underwent a lower back MRI at Jasaeng Hospital of Oriental Medicine in Sinsa-dong, southern Seoul, and submitted it to the MMA on Dec. 9, who eventually exempted him from military duty on Dec. 27 due to a herniated lumbar disc.

Kang insisted that the picture submitted to the MMA was not of Park, but someone who weighs more than 90 kilograms (198 pounds), is in his late 30s and has at least a 32-inch waist. Kang said that the subcutaneous fat in the picture was three centimeters (two inches) wide and that it was too thick to be Park’s.

He said that Park is 173 centimeters (five feet, eight inches) tall and weighs 63 kilograms. Mayor Park had been ignoring Kang for weeks, saying that the idea didn’t deserve even a passing glance, but decided to conduct the open physical examination after facing strong pressure.

Kang pushed Park to run the MRI examination, putting his position as a lawmaker on the line.

“We confirmed from Park’s MRI picture that the thickness of the fat is three centimeters,” Professor Yoon said. “We also confirmed that the shape of the abdominal muscles in the two pictures was identical.” The hospital also revealed that the son’s correct height is 176 centimeters and correct weight is 81 kilograms.

“The result shows that the accusation was only a political attack that aimed to harm the mayor’s reputation,” said Ryu Kyung-ki, spokesman of the Seoul Metropolitan Government.

“Kang should apologize to everyone who has gone through this ridiculous chaos,” Ryu added.

무소속 강용석 의원이 22일 의원직을 사퇴했다. 자신이 제기한 박원순 서울시장 아들의 병역비리 의혹이 사실이 아닌 것으로 드러난 데 대해 책임을 지겠다는 것이다. 그러나 그는 4·11 총선 불출마에 대해선 “아직 결정 안 했다”며 여지를 남겼다.

　강 의원은 이날 오후 3시 국회의원회관 503호 방에서 신촌세브란스병원에서 이뤄진 박 시장의 아들 주신(27)씨의 공개 재검 과정을 TV로 지켜봤다. 자기공명영상(MRI) 촬영 판독 결과 발표 직전까지도 “그게 어떻게 박씨 것일 수 있느냐”며 자신이 제기한 ‘MRI 바꿔치기’ 의혹을 계속 강조했다.

　하지만 윤도흠(신경외과학) 연세대 의대 교수가 “박씨가 지난해 12월 병무청에 제출한 MRI와 오늘 찍은 사진은 동일하다”고 발표하자 굳은 표정으로 “입장을 정리하겠다”고 말했다. 윤 교수는 “주신씨의 MRI 사진에선 병무청에 제출한 MRI 사진과 마찬가지로 제4 요추에 추간판 탈출증(디스크)이 발견됐고 방향이 동일하며 허리 뒤쪽 피하지방 두께 그리고 척추와 다리를 연결하는 척추 앞 근육의 모양, 척추 뒤쪽 관절의 각도와 퇴행 정도를 볼 때 동일한 인물의 사진”이라고 말했다.

　강 의원은 오후 4시 기자회견에서 “ 국민에게 약속한 대로 국회의원직을 사퇴하겠다”고 밝혔다. 이어 “의혹을 제기하는 과정에서 인신공격이나 명예훼손적인 면이 있었던 데 대해 당사자와 국민께 깊이 사과드린다”고 덧붙였다. 하지만 그는 끝까지 “의혹 제기는 적절했다”고 주장했다.

　MRI 입수 경위와 관련해선 “적절한 경로를 통해 입수했다. 제보자 신원 보호를 위해 공개하지 않겠다”고 했다. 또 타인의 MRI 사진을 빼내 공개한 데 대해서도 “의료법 위반은 아니라고 생각한다”고 말했다.

　그는 회견에서 19대 총선 출마는 “아직 결정하지 않았다”고 했지만 직전 JTBC와의 인터뷰에선 “의원직은 사퇴하더라도 총선에 나가겠다”며 출마 의지를 보였다. 그는 21일 박씨를 병역법 위반으로 고발하겠다고 밝혔지만 고발장을 제출하진 않았다. 무고 혐의로 한 번 더 처벌받는 일을 피한 셈이다.

　그는 중앙일보(2010년 7월 20일자)가 자신이 대학생에게 “아나운서를 하려면 다 줘야 한다”는 등 성희롱 발언을 했다고 보도하자 ‘허위 보도’라며 취재기자를 고소한 바 있다. 그러다 거꾸로 자신이 무고 혐의로 기소돼 항소심까지 징역 6월, 집행유예 1년을 선고받고 대법원 확정 판결을 기다리는 처지다.

　이어 지난해 10월 서울시장 보궐선거 과정에서 박원순 후보를 저서 허위 학력 기재로 고소했고, 11월에는 개그맨 최효종씨를 ‘국회의원에 대한 집단모욕죄’로 고소했다가 취하했다. 최근엔 안철수 서울대 융합과학기술대학원장을 안철수연구소 신주인수권부사채(BW) 헐값 인수 의혹으로 고발했다. ‘좌충우돌’식으로 고소·고발을 한 게 10여 차례가 넘는다. 그에게 ‘고발남’이란 수식어가 붙은 이유다.

　그는 지난달 한 케이블TV 프로에서 “센 놈과 붙으면 레벨이 높아진다. 정치적 생존을 위해 고발한다”고 했다. 이에 대해 서울대 법대 한인섭 교수는 트위터에 “변호사 자격과 국회의원 권력이 타인의 고통에 둔감한 통각장애자에게 주어질 때 어떤 끔찍한 해악을 자아내는지 여실히 보여줬다” 고 썼다.

　문제는 강 의원뿐이 아니다. 전문가인 의사들도 그의 어설픈 주장에 놀아났다. 연세대 세브란스병원 소아외과 한석주 교수는 지난 18일 감사원 자유토론방에 “주신씨의 체격에서 (강 의원이 제시한 MRI) 사진이 나오기는 불가능하다”는 소견을 올렸다. 한 교수는 그러나 22일엔 “강 의원이 낸 자료에 키 1m73㎝, 체중 63㎏이라고 돼 있는 것을 고려해 MRI 사진을 판독한 것이 잘못됐다”며 사과했다. 이날 세브란스병원에서 측정한 주신씨의 체중은 80.2㎏(키 1m76㎝)이었다.

　21일 ‘공개된 MRI 영상 사진에 대한 소견’이란 문건을 발표한 전국의사총연합도 마찬가지다. 전의총 노환규 대표는 “주신씨의 체중을 63㎏으로 잘못 알아 ‘20대의 날씬한 사람의 MRI 소견으로 보기 어렵다’고 발표했었다”고 말했다.
