As South Korea and the United States continued a massive joint military drill, North Korean leader Kim Jong-un made a rare visit to the Demilitarized Zone at the heavily armed inter-Korean border where he ordered his troops to stay vigilant, the communist regime’s state media reported yesterday.
Kim’s visit to the truce village of Panmunjeom was announced by the North’s Korean Central News Agency, following Pyongyang’s recent series of threats of a “sacred war” against the South.

“If there will be a war, our military and people will make sure the enemy will surrender, not just agree to an armistice,” Kim was quoted as saying in the report.
The first reported Panmunjeom visit by Kim as the regime’s successor since his father Kim Jong-il’s death in December last year was the latest in a series of recent activities regarding the North’s military. On the eve of the beginning of the South Korea-U.S. “Key Resolve” joint military drill, Kim visited a military unit under the 4th Army Corps in the North’s Haeju.
The North has long demanded the annual joint exercise, which began on Feb. 27, be stopped, calling it an attempt at a northward invasion.
Kim also inspected the Strategic Rocket Force Command in Pyongyang on Friday, only days after Pyongyang and Washington announced a nuclear deal on Wednesday.
North Korea experts also said Kim’s inspections of the rocket command and Panmunjeom are to pressure Washington ahead of the upcoming working-level talks to discuss the details of the nuclear deal, including food aid and the return of nuclear inspectors to the North.
Baek Seung-joo, director of the Center for Security and Strategy at the Korea Institute for Defense Analyses, said it is also a message to the North’s military, which could feel uneasy about the recent diplomatic developments in the U.S.-North Korea talks.
Tensions between the two Koreas have escalated rapidly. About 150,000 North Koreans rallied at the Kim Il Sung Square in Pyongyang yesterday to condemn the South.
The event, attended by the largest gathering of the North Korean public since the funeral of Kim Jong-il, was aired live by the North’s media.
At the rally, Ri Yong-ho, chief of the general staff of the Army, read a statement to renew the threat of a war.
“All members of the Workers’ Party and the laborers will join our troops to sweep out the enemy leader Lee Myung-bak and achieve unification of our homeland,” Moon Kyong-dok, a Workers’ Party secretary in charge of Pyongyang, told the participants at the rally.

북한 김정은의 동선(動線)이 심상치 않다. 북한 최고사령관(노동당 중앙군사위 부위원장) 직위를 거머쥔 그는 지난 3일 판문점을 방문해 한 시간가량 머물렀다. 전날인 2일엔 평양 인근의 전략로켓사령부를 찾았다. 북한의 우라늄 농축 프로그램(UEP) 유예를 골자로 하는 북·미 3차 고위급회담 결과를 동시에 발표(지난달 29일)한 지 사흘 만이다.
북·미 대화 기조와는 반대로 대남 긴장 분위기를 조성하는 듯한 행보다. 단순히 ‘초도순시’ 차원에서 현지지도를 나갔다고만 보기는 어렵다. 특히 그가 지난달 24일 연평도 포격도발(2010년 11월)을 감행한 4군단 방문에 이어 판문점을 찾은 데 우리 당국은 주목하고 있다. 김정일 사망 직전 북한 최고지도부의 전방지역 방문은 비공개리에 이뤄졌던 점에 비춰 이번 방문은 이례적이다.
우선 내부 결속 강화용이란 분석이 나온다. 외부의 위협과 응전을 강조함으로써 구심력을 발동시키자는 내부 정치전술이라는 뜻이다. 동국대 고유환(북한학) 교수는 “북한은 전통적으로 대미·대남 긴장고조를 통해 지도자의 통치력을 강화해 왔다”며 “4월 권력구조 개편(당대표자회)을 앞두고 남북 대치의 상징인 판문점 방문을 통해 대남 경계심을 높이고 내부 결속을 강화하는 효과를 기대한 것”이라고 말했다. 북한이 민감하게 여기는 한·미 연합훈련인 키리졸브 연습기간에 남북 대치 현장과 대남 공격 첨단 무기시설을 돌아봄으로써 대내적인 결집을 추구했다는 것이다. 실제로 김정은은 판문점에서 “적들과 항시적으로 총부리를 맞댄 만큼 언제나 최대의 격동상태를 유지해야 한다”고 지시했다. 예년에 비해 키리졸브 연습에 대한 비난 횟수를 50% 이상 늘린 것도, 새 지도자가 긴장의 현장에 나선 것도 모두 강력한 상징조작의 일환인 셈이다.
북·미 고위급 회담에 이은 실무접촉을 앞두고 기선 제압용으로 보는 견해도 있다. 북한이 UEP 유예를 합의했지만 국제원자력기구(IAEA) 사찰과 유예 방식, 미국의 대북 식량 지원 등 앞으로 넘어야 할 산은 적잖다. 이런 상황에서 향후 협상을 보아가며 자신들의 뜻이 관철되지 않을 경우 ‘판이 깨질 수 있다’고 시위를 했다는 것이다. 백승주 한국국방연구원(KIDA) 안보전략연구센터장은 “북한과 미국은 북·미 회담에 따른 후속 실무회담을 놓고 어떤 사안을 먼저 다룰 것이냐에 대해 첨예하게 대립할 것”이라면서 “만약 후속 회담이 북한의 계획대로 진행되지 않으면 언제든 미사일 발사 유예 합의사항을 철회하고 도발이 가능하다는 압박으로 분석된다”고 말했다.
우리 정부의 대북정책 전환을 촉구하는 행동으로 보는 시각도 있다. 김정일은 생전 “우리 시대에 통일을 이룩해야 한다”고 밝혀 왔다. 김정은이 유훈통치를 하고 있는 만큼 ‘전쟁에는 전쟁, 대화에는 대화’라고 주장해온 선대(先代)의 입장을 이어가겠다는 의지의 표현이란 것이다.
이런 가운데 북한은 김정일·김정은에 대한 우리 군 부대의 전투구호에 대해 반발 수위를 높이고 있다. 지난 2일 최고사령부 대변인이 ‘무차별적인 성전(聖戰)’을 주장한 데 이어, 3일엔 국방위 정책국이 비방 기자회견을 했고, 4일엔 평양에서 15만 명의 군인과 주민이 모여 대남 규탄시위를 벌였다.[중앙일보]
