‘Smart education’ needs better preparations

A digital textbook project has ended up in failure after 38 billion won in taxpayer money was spent. The Ministry of Education, Science and Technology distributed CDs containing Korean, English and math textbooks to elementary, middle and high school students this year. But schoolchildren shunned the CDs.
 
The project was to allow students to leave textbooks in the classroom in order to make their backpacks lighter, while letting them study with CDs at home. However, more than 80 percent of schoolchildren do not use the electronic means because they have to operate computers. They still carry paper textbooks from home to school every day.
 
Only a few read the textbook CDs. Many say that they have to bring textbooks home so that they can read notes they write down on each page in class. 
 
In a word, the ministry has wasted taxpayer money on the digital textbooks. The CDs contain only PDF files of paper textbooks without providing any supplementary materials. Students feel no need to study with the CDs. Regrettably, the project has only become a costly boondoggle.
 
In fact, the ministry did not made thorough preparations for the project. It should have taken into consideration rapid technological breakthroughs. More and more students do not use CDs for study. CDs are losing attractiveness day by day as there are far more convenient and easy-to-learn-from digital gadgets such as smartphones, tablet PCs and online applications. 
 
In the end, the ministry has to learn a lesson the hard way as the project has gotten nowhere due to its shortsightedness and poor preparation. From the beginning, the project was doomed to failure. The ministry had difficulty getting permits from publishing companies to make digital textbooks. Thus, it had to issue CDs containing only PDF textbook files in a bid to avoid any disputes with publishers over copyrights. 
 
Now, the government is pushing a program to develop more sophisticated digital textbooks. It plans to distribute them on a trial basis next year. And it seeks to make it mandatory for all schools to use more tech-savvy electronic textbooks from 2015. The program is part of the nation’s efforts to introduce “smart education.” 
 
All students, teachers and parents welcome the ambitious program. They hope that it will usher in a new era of e-learning that will help students reduce their heavy reliance on private tutoring for college entrance exams. Policymakers should make strenuous efforts to avoid trial and error as seen in the case of the CD textbooks. 
 
Most of all, the new digital textbooks should provide students with interactive methods of learning. They must employ online applications to provide students with e-classes, audio and video material, dictionaries, tests and other educational content, not to mention textbooks. What’s most important is to make available quality content by taking advantage of advanced IT technology.

ÀÌ Á¤Ã¥Àº ÇлýµéÀÌ Áý¿¡¼­´Â CD·Î °øºÎÇÏ°í ±³°ú¼­´Â ±³½Ç¿¡ µÎ°í ´Ù´Ï¸é¼­ Ã¥°¡¹æÀ» °¡º±°Ô ÇÒ ¼ö ÀÖµµ·Ï ÇÒ °èȹÀ̾ú´Ù. ÇÏÁö¸¸ ÄÄÇ»Å͸¦ ÀÛµ¿½ÃÄÑ¾ß Çϱ⠶§¹®¿¡ 80 ÆÛ¼¾Æ® ÀÌ»óÀÇ ÇлýµéÀº À̸¦ ÀÌ¿ëÇÏÁö ¾Ê°í ÀÖ´Ù. ±×µéÀº ¿©ÀüÈ÷ ¸ÅÀÏ Á¾ÀÌ ±³°ú¼­¸¦ °¡Áö°í ´Ù´Ñ´Ù.

¿ÀÁ÷ ÀϺΠÇлýµé¸¸ CD ±³°ú¼­¸¦ Àд´Ù. ¸¹Àº ÇлýµéÀº ¼ö¾÷Áß ±³°ú¼­¿¡ ³ëÆ®ÇØ ³õÀº »çÇ×µéÀ» Àо·Á°í ±³°ú¼­¸¦ °¡Áö°í ´Ù³à¾ß ÇÑ´Ù°í ¸»ÇÑ´Ù.
 
ÇѸ¶µð·Î ±³°úºÎ´Â µðÁöÅÐ ±³°ú¼­¿¡ ³³¼¼ÀÚÀÇ ¼¼±ÝÀ» ³¶ºñÇß´Ù. ±³°ú¼­ CD´Â ´Ù¸¥ º¸Ãæ ÀÚ·á Á¦°ø ¾øÀÌ ¿ÀÁ÷ ±³°ú¼­ PDF ÆÄÀϸ¸À» ´ã°í ÀÖ´Ù. ÇлýµéÀº CD·Î °øºÎÇØ¾ß ÇÒ Çʿ伺À» ´À³¢Áö ¸øÇÏ´Â °ÍÀÌ´Ù. À¯°¨½º·´°Ôµµ ÀÌ Á¤Ã¥Àº ºñ½Ñ °ªÀ» Ä¡¸£°íµµ  ¾µ¸ð ¾ø´Â °ÍÀÌ µÇ¾î¹ö·È´Ù.
