Woes of PyeongChang

Olympics are not party for builders, speculators

When Korea won the bid to host the 2018 Winter Olympics in PyeongChang last July, some people worried about various adverse effects. Recent media reports on the buying up of large swathes of land surrounding Olympic sites by some chaebol families and executives show some of those concerns have become a reality. 
 
According to Chaebul.com, a website tracking the activities of tycoons and their family-controlled conglomerates, 22 people, including large shareholders of Lotte and GS Group and former executives of these and other groups, have snapped up 230,000 square meters of farmland and woods around the Olympic venue, about 160 kilometers east of Seoul, since 2000.
 
It was when the nation jumped into the competition to attract the Winter Olympiad in earnest. The land price has since jumped about 10 times, from 2,500 won to 23,000 won per 3.3 square meters. Officials of the chaebol group say the owners bought the land for farming or building country homes. Yet Jeong Seon-seop, a representative of the chaebol site who recently visited it, said he saw few instances of agricultural activity there. 
 
We don’t want to believe the large business groups, most of them official sponsors of the 2018 Olympics, struggled hard to lure the Games to Korea to jack up their property prices, but can hardly avoid some bitter feelings.
 
One does not need to be a sports expert to know the quadrennial festival of amateur sports has long degenerated into money party of international sports bodies and construction firms. Profitable Olympics are no longer possible. At stake is how to minimize deficits. Some host cities and countries, such as Vancouver in Canada and Nagano in Japan, failed to do so and are still reeling from losses of more than $10 billion. Experts say the deficit will be far larger in PyeongChang given the investment plans of its organizers. 
 
How many countries in the world would spend scores of billions of dollars for a two-week festival, whose after-effects will last for decades in the name of huge maintenance costs of a dozen white elephants? Officials here say PyeongChang will be a regional winter sports hub and Korea will once again be able to boost its national brand image. Even if they are right, the cost overwhelms the benefits by too huge a margin. If anything, their wishes will end up as just such. Can you remember Albertville or Lillehammer, two former hosts, or in which countries they are situated? 
 
Lillehammer is the only recent example of an Olympics recording a surplus. The Norwegian city built no permanent facilities or structures, making do with existing rinks and slopes and makeshift buildings. The Norwegians’ motto was to make no one realize it was an Olympic venue one year on. Compare this with the Korean officials’ plan to build and change as much as possible, even destroying one of the nation’s oldest forests.
 
PyeongChang should be a second Lillehammer, not another Nagano. This is the only way to make the athletic festival a party for residents, not for builders and speculators.

평창의 고민
올림픽은 건설업자와 투기꾼들의 잔치가 아니다
 
작년 7월 한국이 2018년 동계올림픽의 평창 유치권을 따냈을 때 여러 부작용에 대해 우려하는 이들이 있었다. 올림픽 부지 주변의 방대한 토지를 재벌 일가와 그 임원들이 사들였다는 최근 언론의 보도는 이런 우려 중 일부가 현실로 되었음을 보여준다.  
 
재벌총수와 그 가족이 지배하는 기업집단의 활동을 추적하는 인터넷 사이트인 재벌 닷컴에 따르면 롯데와 GS그룹의 대주주들과 이들 및 여타 그룹의 전직 임원들을 포함한 22명이 2000년 이후 서울에서 160 킬로 동쪽에 있는 올림픽 개최지 주변의 농지와 임야 23만 평을 사들였다고 한다.  
 
이 때는 우리나라가 동계 올림픽을 유치하기 위한 경쟁에 본격적으로 뛰어들었던 시기였다. 이후 땅값은 평당 2,500원에서 23,000원으로 10배 가량 뛰었다. 재벌 그룹 관련자들은 소유주가 이 땅을 농사나 전원 주택을 짓기 위해 샀다고 말한다. 그러나 최근 이곳을 방문했던 정선섭 재벌 닷컴 대표는 농업을 하는 사례를 거의 못 보았다고 말했다.  
 
우리는 그 대부분이 올림픽의 공식 후원업체인 대 기업그룹들이 자신들의 땅값을 올리기 위해 올림픽 유치에 안간힘을 다했다고 생각하고 싶지는 않지만 씁쓸한 기분은 피할 수 없다.
 
4년마다 열리는 아마추어 스포츠의 제전이 오래 전에 국제 스포츠 기구들과 건설회사의 돈 잔치로 전락했다는 것은 스포츠 전문가가 아니더라도 다 아는 사실이다. 흑자 올림픽은 더 이상 가능하지 않다. 문제는 어떻게 하면 적자를 최소화 하느냐이다. 캐나다의 밴쿠버나 일본의 나가노 같은 일부 주최 도시와 국가들은 그러지를 못해서 아직도 10조원이 넘는 적자로 신음하고 있다. 전문가들은 조직위원회의 투자 계획으로 보아 평창의 적자가 훨씬 클 것이라고 말한다. 
 
열 개 이상의 거대하고 쓸모 없는 시설의 유지비라는 후유증이 동반되는 단 2주 간의 잔치를 위해 수 십 조원을 쓰려는 나라가 세계에 몇이나 있을까? 관계자들은 평창이 역내 동계 스포츠의 중심이 되고 한국은 또 한번 국가 브랜드 이미지가 올라갈 것이라고 한다. 설사 그들의 말이 맞더라도 비용이 너무 큰 비율로 혜택을 압도한다. 사실 어떤 쪽이냐 하면 그들의 희망은 희망으로 그치고 말 것이다. 당신은 알베르빌이나 릴리함메르 같은 이전 개최지나 이들이 어느 나라에 있는 도시인지 기억하는가?   
 
릴리함메르가 흑자 올림픽의 유일한 최근 사례이다. 이 노르웨이 도시는 영구 시설이나 건물을 하나도 짓지 않고 기존의 스케이트장과 스키장 그리고 가설 건물로 대신했다. 노르웨이 사람들의 구호는 1년 후 아무도 올림픽 주최지 였는 지를 모르게 하자는 것이었다. 우리나라 에서 가장 오래된 삼림의 파괴를 비롯해서 최대한 새로 짓고 바꾸자는 한국 관계자들의 계획과 비교해 보라.
 
평창은 또 하나의 나가노가 아니라 제2의 릴리함메르가 되어야 한다. 이것이 체육 축제를 건설업자와 투기 꾼이 아닌 주민들의 파티로 만들 수 있는 유일한 길이다.
