South Korea was hammered by the powerful Typhoon Bolaven Tuesday morning, with power supply cut to tens of thousands of households nationwide and strong winds and torrential downpours causing massive property damage and flight cancellations, officials said.

The most powerful storm in a decade toppled trees, street lights and power lines, cutting power to more than 50,000 households, including 33,105 households on the southern island of Jeju, as of 7 a.m., the National Emergency Management Agency (NEMA) said.
 

Two Chinese fishing boats with 34 crew members aboard capsized Tuesday in waters off Jeju Island's southern port of Seogwipo, according to the Coast Guard. Six people were rescued but 28 others remain missing.

Seven apartment complexes in regions in South Jeolla province and Jeju Island were destroyed, while five apartment buildings in Jeju Island were inundated, forcing 15 people to evacuate, the NEMA said. 

Further property damages have been reported with four cars in Jeju's Seogwipo, the first area of the country struck by the typhoon, destroyed and a church steeple collapsed, the agency added.

At 9 a.m., a previously issued typhoon advisory was upgraded to a typhoon warning in Seoul, home to about 10 million people, as the storm is forecast to pass along the port of Incheon, west of the capital city, between 2 p.m. and 3 p.m., according to the Korea Meteorological Administration.

All elementary and secondary schools in Seoul were closed, while almost other municipal and provincial governments across the country have also enforced temporary school closures.

All domestic flights from Jeju International Airport and Seoul's Gimpo Airport have been canceled for the day, and Incheon International Airport, the gateway to Seoul, has also suspended all flights scheduled for Monday afternoon.

President Lee Myung-bak held an emergency video conference with officials from the state weather agency and local governments overseeing regions in the typhoon's course and instructed local governments to keep their guard high against Typhoon Bolaven and take every possible step to minimize damage.

Lee told officials to make sure that there won't be human casualties by evacuating those living in areas prone to flooding and landslides, and to try to minimize damage to crops and other agricultural products ahead of the harvest season, the spokesman said. (Yonhap News)

한반도 덮친 ‘볼라벤’, 무시무시한 위력!


제15호 태풍 '볼라벤'이 몰고 온 강한 비바람이 27일 밤부터 28일 새벽까지 제주를 덮쳐 도민들이 밤새 불안에 떨었다.

태풍이 제주에 직접적인 영향을 미치기 시작한 것은 기상청이 제주도 육상에 태 풍경보를 발효한 27일 오후 3시부터다.

당시 볼라벤은 서귀포 남쪽에서 약 400㎞ 떨어진 해상에 있었음에도 가파도에는 최대순간풍속 초속 29.6ｍ를 기록하는 등 도 전역에서 초속 15∼30ｍ의 바람이 불었 다.

서귀포시 안덕면 사계리와 법환동 해안 등에는 산더미 같은 파도가 일어 대형 태풍의 접근을 예감할 수 있었다.

곧이어 서귀포시 안덕면 창천삼거리 신호등이 파손되고 제주시 노형동 모 교회의 첨탑이 강풍에 넘어져 정전이 발생하는 등 시설물 피해가 나타났다.

어두워지면서 바람이 점차 강해져 이날 오후 7시부터 8시 사이에 서귀포시 강정 동•사계리, 제주시 조천•하귀리 등 5천여 가구에 대규모 정전사고가 발생했다. 하지만 초속 30ｍ 이상의 강한 바람이 불어 복구작업 자체가 불가능해 많은 주민이 캄 캄한 어둠 속에 불안에 떨었다.

곳곳에서 주택이 침수되고 신호등•가로등•가로수 등이 넘어지거나 훼손되는 사고도 잇따랐다.

오후 11시께는 최대순간풍속이 서귀포시 남원읍 지귀도 초속 49.6ｍ, 가파도 46.7ｍ를 기록하는 등 바람이 더욱 거세졌다. 지난 2007년 9월 불어닥친 태풍  '나리'의 최대순간풍속 초속 52.0ｍ에 버금가는 수준이었다.

이 즈음부터 보행자가 바람에 불릴 만큼 강한 바람이 불고, 한 치 앞을 볼 수 없을 정도의 집중호우가 쏟아져 인적이나 차량 통행이 뚝 끊겼다.

태풍이 제주에 가장 근접한 28일 새벽 3시께는 고산 39.5ｍ, 제주시 33.4ｍ의 풍속을 기록하는 등 도 전체가 더욱 강한 비바람에 휩싸였다.

쉴새 없이 몰아치는 비바람이 모든 걸 쓸어버릴 듯 지속적으로 굉음을 내고, 간 간이 강한 물체끼리 충돌하는 폭음이 들리기도 했다.

파손된 간판과 나뭇가지 등이 어지럽게 날아다니고, 아파트와 주택 등 건물의 창문과 유리창이 바람에 못 이겨 아슬아슬한 장면을 연출하기도 해 많은 도민이 밤잠을 설치며 불안에 떨어야 했다.

제주시 건입동 주부 양모(50)씨는 "유리창마다 젖은 신문지를 붙였지만 창틀과 유리창이 강한 바람에 휘어져 창틀이 날아갈 듯 위태위태해 태풍이 부는 내내 마음을 졸였다"고 말했다.

태풍의 강습은 28일 오전까지 계속돼 4만3천여 가구에 정전사태가 빚어졌으며 5 시 현재 8천455가구만 복구된 상태다. 또 주택 10여채가 침수되고, 건물 및 창문이 파손되는 등의 피해가 발생했다.

날이 밝으면서 강한 비바람은 잦아들었으나 피해는 더욱 늘어날 전망이다. 날이 어두운 상태에서는 집계가 어려운 데다 농작물 침수나 전도 등은 보고되지 않았기 때문이다.

제주지방기상청 관계자는 "제주도가 태풍의 위험반경인 태풍의 눈 오른쪽에 들어 피해가 컸다"며 "바람도 셌지만 많은 비를 몰고 온 것이 이번 태풍의 특징"이라고 설명했다.

태풍의 영향으로 한라산 윗세오름에 시간당 50∼70㎜의 강한 비가 내리는 등 도 전역에 시간당 30∼70㎜의 많은 비가 내렸다. 27일 0시부터 28일 오전 5시 현재까지 강우량은 윗세오름 576.5㎜, 어승생 554.5㎜, 제주 274㎜, 서귀 120㎜, 성산 106.6.
